Note: I don’t have experience with reapplying eyelashes from scratch, but it would probably follow a similar procedure, albeit trickier. For that you may even want to remove your doll’s eyes to not get glue on them if your hands aren’t steady.
My one and only brand new BJD arrived from Junky Spot two weeks ago with her mask smashing her eyelashes and they needed to be fixed!

Solution: Elmer’s glue and toothpicks
1 – Doll is placed on the surgery table in bright light for the job, hair removed.

2 – One toothpick is used to get a drop of glue, the other is used to get a drop of the drop.

3 – Line the exposed edge of the eyelid with about 1 mm of glue. Taking two toothpicks in hand, steady the eyelashes and push them into place, holding them there for a minute to dry.

Some bending and slight regluing may be required to restore the eyelashes to their original curl and shape. They also like to stick together, so separating them keeps the pattern even.

4 – I used a pointy makeup Q-tip to clean the dust off her pupils.

Not as perfect as the artist’s job, but much improved!
